SUMMARY: Government Code 54957.6 (Brown Act) states: "A legislative body of a local agency may hold closed sessions with the local agency's designated representatives regarding the salaries, salary schedules, or compensation paid in the form of fringe benefits of its represented and unrepresented employees, and, for represented employees, any other matter within the statutorily provided scope of representation. However, prior to the closed session, the legislative body of the local agency shall hold an open and public session in which it identifies its designated representatives."
RECOMMENDATION: That the Board designate its General Manager, Chief Financial Analyst and Human Resources Analyst as the District’s representatives to conduct labor negotiations with the General Staff Bargaining Unit and the Management Staff Bargaining Unit, represented by United Public Employees of California/Laborer’s International Union of North America. That the Board designate the General Manager as the District’s representative to conduct labor negotiations with the unrepresented Confidential Bargaining Unit.

BACKGROUND: Since union organization in 2002, the incumbents of the General Manager, Chief Financial Officer and Human Resources Analyst positions have been the District’s Labor Negotiators.
