SUMMARY: On July 12, 2013, the Water Management District received notice from Rick Smith that he must resign his position on the Ordinance 152 Oversight Panel as representative from the Monterey County Association of Realtors (refer to Exhibit 7-A). Smith requested that Christine Monteith, who had served as his alternate, replace him on the Panel.

RECOMMENDATION: The Board of Directors should accept the resignation of Rick Smith and ratify the appointment of Christine Monteith to the Ordinance No. 152 Oversight Panel. Monteith would complete the two-year term that Smith assumed on December 12, 2012.

BACKGROUND INFORMATION: On December 12, 2012, the Board of Directors considered three candidates for Oversight Panel membership that were submitted by MCAR: Rick Smith, Christine Monteith and Noni McVey. The Board appointed Smith to the Oversight Panel, and he later requested that Monteith receive meeting notices and materials as his alternate.
