SUMMARY: At its January 30, 2013 meeting the Board
approved the Monterey Peninsula Water Supply Project Governance Agreement that
established a governance committee for the Cal-Am desalination project
comprised of the District, the Monterey Peninsula Regional Water Authority, the
County and Cal-Am. The agreement also
created a process by which certain project-related decisions would be
made. As a result of the ongoing
proceedings at the California Public Utilities Commission (CPUC) the parties,
including the District and MRWPCA, have agreed to bifurcate
the review of the Groundwater Replenishment (GWR) project into a separate
proceeding starting in late 2014. As a
result, the decision-making with respect to GWR will change and the governance
agreement requires amending to reflect such.
The attached Exhibit 2-A
shows the proposed amendment.
RECOMMENDATION: The General
Manager recommends that the Board adopt the proposed amendment, subject to
additional editing or changes, so long as such changes are not substantive and are reviewed by General Counsel.
