SUMMARY: Resolution 2013-16 (Exhibit 3-A) amends Rule 24-B Table 2: Non-Residential Water Use Factors to footnote that Dwelling Units[1] at assisted living facilities that have kitchens and personal laundry facilities are to be permitted as Residential uses. The Water Use Capacity should be based on fixture units, not on the factor for assisted living beds shown on Table 2. The existing factor for assisted living is 0.085 AF/bed, which roughly equates to a one-Bathroom Dwelling Unit.
RECOMMENDATION: Staff recommends the Bard adopt Resolution 2013-16 which adds a footnote to Table 2: Non-Residential Water Use Factors to indicate that water use in Dwelling Units at assisted living facilities should be calculated using the Residential factors.
