SUMMARY: A Salt and Nutrient Management Plan (SNMP) has
been prepared for the Seaside Groundwater Basin under the 2010 Integrated
Regional Water Management (IRWM) planning grant. The draft Plan is available for review at:
http://www.mpwmd.net/programs/Seaside_Salt_Nutr_Plan_March_31_2014.pdf.
SNMPs are a requirement of the State Water
Resources Control Board (SWRCB) per the 2009 Recycled Water Policy and will be a
prerequisite for receiving future state grant funding for development of water
resources projects in the Seaside Basin. The Seaside Groundwater Basin SNMP
has been developed and coordinated with stakeholders in public discussions through
the Seaside Groundwater Basin Watermaster Technical
Advisory Committee (TAC). The purpose of
the plan is to (1) identify sources of salts to the groundwater basin, (2)
assess if future water use and production patterns will increase or decrease
salt loading to the groundwater basin, and (3) create a groundwater monitoring
network.
RECOMMENDATION:
The Board should receive the draft report and direct staff to
incorporate any comments received to date.
The document will then be sent to the Central Coast (RWQCB) for their
review and comment.
BACKGROUND:
SWRCB Resolution 2009-0011 required that SNMPs be prepared for all
groundwater basins by end of 2014 and would be used as a criterion in awarding
of future grant funds. MPWMD began Plan
development under the funding of the IRWMP 2010 Planning Grant. Stakeholder outreach and input was
facilitated by the Seaside Basin Watermaster
TAC. The SNMP established basin
characteristics, identified existing and foreseeable salt and nutrient sources,
completed a salt and nutrient loading analysis, and prescribed a monitoring
plan to detect salt and nutrient loading.
The Salt and Nutrient loading analysis concludes there is a net export
of salts and nutrients from the basin, thereby not requiring any actionable
programs to limit excess loading of salts.
The next step following incorporation
of comments into the draft is to send the Plan to the Central Coast RWQCB and
continue monitoring the Seaside Groundwater Basin.
IMPACT TO STAFF/RESOURCES: To
date, staff impacts have been limited to staff time spent coordinating the
Plan’s completion. Cost for Plan development by consultant HydroMetrics ($75,000)
is being reimbursed by the Department of Water Resources under the 2010 IRWM Planning
grant.
