Call to Order

The meeting was called order at 2:05 pm in the Water Management District conference room.

Discussion Items

 

1.

Update on Progress to Obtain Source Water Agreements for Pure Water Monterey Project

 

Stoldt reported that the next meeting with potential source water providers is set for June 16, 2014.  He plans to submit a summary of terms and conditions for a source water agreement to determine if there is support for finalizing an agreement. 

 

During the public comment period on this item, George Riley asked if a lawsuit over Amendment 3 is expected, should there be no source water agreement.

 

 

Action Items

Develop Recommendation to the Board on Receipt of Final Los Padres Dam and Reservoir Long-Term Strategic and Short-Term Tactical Plan

 

The committee requested that this issue be address again at the next committee meeting. 

 

Hampson presented a PowerPoint that summarized recommendations in the Tactical Plan.  During the committee discussion, the following comments were made. (1) The Los Padres Dam should remain in place, none of the consultant’s recommendations should be considered.  (2) The Water Management District should purchase the Los Padres Dam.  (3) Recommend items 1, 2 and 3A as outlined in the PowerPoint presented by Larry Hampson.  (4) Third option would be removal of Los Padres Dam without additional storage. (5) Next steps must include either doing nothing or acquisition of Los Padres Dam.  (6) An IFIM study and a GIS flow model must be completed in order to model the Carmel river with and without the Los Padres Dam. (7) The public will not support construction of an off-stream dam.

 

George Riley addressed the committee during the public comment period on this item.  He advised that common terminology should be used in the descriptions and comparisons of alternatives.

 

 

Discussion Items

3.

Discuss Request from a Member of the Public for Preparation of an Update on Progress of Three Water Supply Project Alternatives

 

There was consensus among the committee members that no action should be taken at this time, due to the lawsuit filed against the Water Management District by Water Plus regarding the People’s Water Supply Project.

 

During the public comment period on this item, George Riley stated that the Monterey Peninsula Regional Water Authority is considering sponsorship of a public meeting to provide an update on the status of three water supply project alternatives: Monterey Peninsula Water Supply Project; People’s Water Supply Project and DeepWater Desal.

 

 

4.

Discuss Development of Alternative Method for Annual Water Supply Analysis

 

This item was deferred to the next committee meeting.
