SUMMARY: On October 21, 2019 the Board of Directors adopted Resolution 2019-16 that authorized the General Manager to file an application for a Proposition 1 Integrated Regional Water Management (IRWM) Implementation Round 1 Grant. The application was filed on December 19, 2019.
The grant applicant must provide a resolution adopted by the applicant’s governing body designating an authorized representative to execute an agreement with the State of California for a Round 1 IRWM Implementation Grant, Exhibit 1-A. The Project Solicitation Package for the grant requires that the resolution be included with the grant application.
RECOMMENDATION: That the Board of Directors adopt Resolution 2020-02 authorizing the General Manager to enter into a grant agreement with the DWR for a Proposition 1 IRWM Implementation Round 1 Grant, and to enter into sub-grantee agreements with project proponents.
BACKGROUND: Proposition 1, the Water Quality, Supply, and Infrastructure Improvement Act of 2014, authorized $510 million in IRWM funds. The DWR administers IRWM funds. The DWR will administer the funds in 3 grant programs: Planning, Disadvantaged Community Involvement, and Implementation.
MPWMD is the Monterey Peninsula, Carmel Bay and Southern Monterey Bay Regional Water Management Group (RWMG) designated lead for the RWMG’s Round 1 Implementation Grant application. The grant applicant must provide a resolution adopted by the applicant’s governing body designating an authorized representative to execute an agreement with the State of California for a Round 1 IRWM Implementation Grant, Exhibit 1-A. The Project Solicitation Package for the grant requires that the resolution be included with the grant application.
Projects included in the application are described in Exhibit 1-C. The grant application Proposal Summary form is provided in Exhibit 1-D. The grant agreement is expected to be finalized in mid-2020.
If the RWMG is awarded grant funds and MPWMD authorizes the General Manager to enter into grant agreements, all expenditures are expected to be reimbursed by the grant. Reimbursable expenditures under this grant are not expected to occur until Fiscal Year 2020-21.
