BACKGROUND/SUMMARY:

Every ten years upon the release of the decennial census data, the District must redraw its Director Division boundaries based on new census data. California Elections Code 22000 et seq., in addition to various federal and state laws, requires the Board to review the Director Division boundaries of each of the five divisions (Division 1, 2, 3, 4 and 5). The boundaries of each division shall be adjusted if needed in accordance with Section 22000 of the CA Elections Code so that each Director Division is relatively equal in population to the other divisions as closely as possible. In addition, pursuant to SB 594 (Glazner), special districts “conducting elections in 2022… require a governing board to adopt adjusted division boundaries no later than April 17, 2022, if the board has a regular election to elect members of its governing board on the same date as the 2022 statewide general election.”

 

On June 2021, the District entered into an agreement with Lapkoff & Gobalet Demographic Research, Inc. (LGDR) to provide demographic redistricting services to the District. LGDR's evaluation of the 2020 Census data revealed that the District needed to adjust the division boundaries to balance the populations.

 

Redistricting Advisory Commission (Commission)

On October 18, 2021, the District Board of Directors established a Commission to assist with the completion of the redistricting process and garner community input. The Commissioners comprised of nine (9) representatives from each of the Divisions, a mayoral representative, a county representative and two At-Large representatives. The individuals comprising the Commission include: Susan Schiavone (Division 1); Esther Malkin (Division 2); Nancy Selfridge (Division 3), Tama Olver (Division 4); Myrleen Fisher (Division 5); Troy Ishikawa (County Representative); Steven Lilley (Mayoral Representative) and two At-Large Commissioners Marc Eisenhart and N. Monica Lal.

The Commission had three public meetings held on Monday, February 7, 2022, Monday, March 7, 2022 and Thursday, March 17, 2022 with LGDR in an inclusive, transparent manner. The District encouraged community input throughout the process. On Thursday, March 17, 2022, at the Commission’s final meeting, the Commissioners voted unanimously (9-Ayes, 0-Noes) to recommend Draft Map 4 to the MPWMD Board of Directors for their consideration and adoption.

 

Board of Directors Action

The District Board of Directors received the Commission’s recommendation from LGDR on Monday, March 21, 2022, provided comments to the demographers and received public input.

 

The District Board of Directors will now hold a public hearing on redistricting and after public input, the Board will review the adjusted Director Division boundaries, make possible modifications, and consider approving the Draft Map Plan 4 (Exhibit 1-C) and Resolution No. 2022-10 (Exhibit 1-B). During the hearing on this item, the District’s demographers will give a short presentation (Exhibit 1-A) on the recommendations of the Commission and answer questions raised by the Directors. Public comment will be received.

 

Today’s hearing, along with the hearing held on Monday, March 21, 2022 were properly noticed in the Monterey County Weekly on Thursday, March 17, 2022 and Thursday, March 24, 2022

 

STAFF RECOMMENDATION:

  1. Hold a public hearing on redistricting and receive public input on Draft Map Plan 4; and

 

  1. The Board will consider the adjusted division boundaries recommended by the Redistricting Advisory Commission and adopt Resolution No. 2022-10- to adopt Redistricting Map Plan 4 that establishes new voter divisions for District Elections.
