Exhibit 16-A shows the water supply status for the Monterey Peninsula Water Resources System (MPWRS) as of September 1, 2024. This system includes the surface water resources in the Carmel River Basin, the groundwater resources in the Carmel Valley Alluvial Aquifer and the Seaside Groundwater Basin. Exhibit 16-A is for Water Year (WY) 2024 and focuses on three factors: rainfall, runoff, and storage. The rainfall and Streamflow values are based on measurements in the upper Carmel River Basin at Sleepy Hollow Weir.
Water Supply Status: Rainfall
through August 2024 totaled 0.00 inches and brings
the cumulative rainfall total for WY 2024 to 24.17 inches, which is 115%
of the long-term average through August. Estimated unimpaired runoff through August totaled 694 acre-feet (AF)
and brings the cumulative runoff total for WY 2024 to 83,238 AF, which is 121% of the long-term average through August.
Usable storage for the MRWPRS was 27,610
acre-feet, which is 96% of
average through August, and equates
to 83% percent of system capacity.
Production Compliance: Under State Water Resources Control Board (SWRCB) Cease and Desist Order No. 2016-0016 (CDO), California American Water (Cal-Am) is allowed to produce no more than 3,376 AF of water from the Carmel River in WY 2024. Through August, using the CDO accounting method, Cal-Am has produced 2,919 AF from the Carmel River (excluding 410 AF of Table 13 and 65 AF of Mal Paso.) In addition, under the Seaside Basin Decision, Cal-Am is allowed to produce 1,474 AF of water from the Coastal Subareas and 0 AF from the Laguna Seca Subarea of the Seaside Basin in WY 2024. Through August, Cal-Am has produced 1,483 AF from the Seaside Groundwater Basin. Through August, 1,519 AF of Carmel River Basin groundwater have been diverted for Seaside Basin injection; 0 AF have been recovered for customer use, 410 AF have been diverted under Table 13 water rights, and 3,042 AF of Pure Water Monterey recovered. Cal-Am has produced 8,142 AF for customer use from all sources through August. Exhibit 16-B shows production by source. Some of the values in this report may be revised in the future as Cal-Am finalizes their production values and monitoring data.
