recommendation of the Water Demand Committee regarding modification to Rule 25.5

Credits from one property can be used to build a new home on an adjacent
property that is under identical ownership and use. This item was referred to the Water Demand Committee at the May
17, 2004 Board meeting, and is continued from the June 21, 2004 Board
