To oversee surface and ground-water related programs and services; to perform the most technically advanced professional hydrogeologic research studies, analysis and interpretation, report preparation, program development and administration; and to perform the most technical, complex and responsible tasks relative to assigned area of responsibility.

distinguishing characteristics

This is the most technically advanced class in the job families related to hydrogeology and hydrology. Positions at this level are distinguished from other classes within the series by the performance of the most technically advanced professional-level research studies and/or manage the more complex District projects. Employees at this level are expected to conduct in-depth analysis and understand complex principles and theories, laws and regulations and structures of other governmental agencies. Incumbents may administer grants, serve as District representative and technical advisor to committees or exercise full first-level supervision over professional and technical staff.

ESSENTIAL AND MARGINAL FUNCTION STATEMENTS

The following duties are typical for positions in this classification. Any single position may not perform all of these duties and/or may perform similar related duties not listed here:

Essential Functions:

1.       Plan and participate in highly complex hydrologic/hydrogeologic related research and analyses involving data collection, analyses and interpretation of ground water quality and quantity, river erosion and sedimentation processes, fisheries and riparian vegetation.

2.       Establish schedules and methods for providing research and analyses services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.

3.       Participate in the development of policies and procedures; monitor work activities to ensure compliance with established policies and procedures; make recommendations for changes and improvements to existing standards and procedures.

4.       Recommend and assist in the implementation of goals and objectives; implement approved policies and procedures.

5.       Perform the most technical and complex tasks of the work unit including development of computer based simulation models of groundwater and surface water resources; develop model inputs including demands, flows and capacities.

6.       Operate and evaluate hydrologic models to determine water availability, reservoir operations, recharge and simulated flows; maintain and modify simulation model to reflect changes in the operating system or project conditions.

7.       Develop and manage ground water exploration and hydrogeologic assessment programs; provide geologic and hydrogeologic analysis and evaluate similar work by technical consultants.

8.       Oversee data collection and data management programs and set priorities for these programs.

9.       Oversee development of the Carmel River Watershed Management Plan.

10.   Review and evaluate Environmental Impact Reports for water development projects within the District and for District programs.

11.   Provide technical input to the General Manager for development of annual water supply strategy.

12.   Draft staff notes on agenda items for monthly Board packet; attend District Board meeting and provide expert technical advice.

13.   Attend water rights negotiation meetings and provide input on issues relating to quantification of pumpers' entitlement.

14.   Generate descriptions of alternatives for water supply augmentation and evaluate technical feasibility of alternatives.

15.   Participate in the selection of water resources division staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.

16.   Participate in the preparation and administration of the water resources division budget; submit budget recommendations; monitor expenditures.

17.   Prepare analytical and statistical reports on operations and activities.

18.   Attend and participate in professional group meetings; stay abreast of new trends and innovations in the fields of hydrogeology and hydrology.

19.   Perform related duties and responsibilities as required.

QUALIFICATIONS

Knowledge of:

Operations, services and activities of a hydrology/hydrogeology program.

Principles and practices of hydrologic, climatologic, geological and biological sciences at an advanced working level.

Principles of supervision, training and performance evaluation.

Advanced principles and practices of ground-water hydrology and the interaction between surface and subsurface flow.

Water rights law and entitlement.

Advanced principles of geology, seismic and landslide investigations.

Modern office procedures, methods and computer equipment.

Modern and complex principles and practices of computer modeling.

Principles of budget preparation and control.

Pertinent Federal, State, and local laws, codes and regulations.

Ability to:

Perform complex hydrologic/hydrogeologic related research studies.

Establish methodologies and guide professional staff in data collection and analyses.

Operate and evaluate hydrologic models.

Perform hydrogeologic and geologic analysis and manage groundwater exploration programs.

Provide expert advice to the Board of Director on water management issues.

Supervise, organize, and review the work of lower level staff.

Select, supervise, train and evaluate staff.

Respond to requests and inquiries from the general public.

Methods of report preparation and presentation.

Administer consultant contracts and evaluate consultant work products.

Interpret and explain District policies and procedures.

Prepare clear and concise reports.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work including elected officials and the general public.

Experience and Training Guidelines - Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience

Eight years of hydrologic/hydrogeologic research and analyses experience including two years of administrative or lead supervisory responsibility.

Training

Equivalent to a Bachelor’s degree from an accredited college or university with major course work in geology, hydrology, environmental science, engineering or a related field.

License or Certificate:

Possession of a valid license as a Professional Geologist and valid certification as a Certified Hydrogeologist in the State of California.

Possession of, or ability to obtain, an appropriate, valid driver’s license.
