Finalize July 10, 2007 Draft Report

Evaluation of Seawater Desalination Projects Proposed for the Monterey Peninsula

Costs to date have exceeded the budget available for the project.  Information obtained from the seawater desalination vessel (SDV) proponents was provided incrementally over a period of months under a non-disclosure agreement which hampered the efficiency of the analysis.  The July 10, 2007 draft report reflects all information that was available up to that date, and is reported subject to the non-disclosure limitation. 

 

The Monterey Peninsula Water Management District (MPWMD) has requested an additional round of review, public comment, and revision and reproduction of the report.  Since the July 10, 2007 draft report was presented, significant additional representations have been made and information provided by SDV proponents that were not available during preparation of the draft report, including:

·        Presentation materials made public at the July 23, 2007 MPWMD Community Advisory Committee meeting, which provides new objectives, process schematics, pipeline routes, seabed pipeline map, previously confidential supplier information, new mooring system information, and new summary capital and operating cost data.

·        Proponent statements that representatives of the California Coastal Commission and Monterey Bay National Marine Sanctuary are supportive of the SDV concept and a seabed pipeline.

·        33 pages of comments and supplementary materials responding to the draft report, including a new permitting and environmental authorizations analysis.  These comments state that SDV proponents will be submitting several additional documents of unspecified size as part of their response.

Scope of Work

  1. Review all comments and questions received by MPWMD in response to the July 10, 2007 draft report titled “Evaluation of Seawater Desalination Projects Proposed for the Monterey Peninsula.”  In consultation with MPWMD staff, revise and augment draft report as appropriate.
  2. Print and deliver to MPWMD 30 copies of the final report. 
  3. Provide MPWMD an electronic version of the final report suitable for duplication.

 

Cost

Billed as time and materials, not to exceed $16,000.

 

Schedule

The final report will be provided within six weeks of Notice to Proceed.
