SCOPE OF WORK

for

DHDettman, Aquatic Biologist

 

 BACKGROUND, PURPOSE AND OBJECTIVES

 

The Monterey Peninsula Water Management District (District) operates and maintains the Sleepy Hollow Steelhead Rearing Facility (Facility) as an integral component of the District’s Mitigation Program for the MPWMD Water Allocation Program and following its mission statement and legislative directive to manage, augment and protect water resources for the benefit of the community and environment. The Facility serves as a temporary holding and rearing environment for fish that are rescued from habitats in the lower Carmel River, as the surface flow recedes and the river dries up due to annual groundwater pumping. 

 

In 1997, steelhead in south-central California were listed as threatened under the federal Endangered Species Act (ESA).  In 2000, the National Marine Fisheries (NMFS) promulgated Section 4d rules for protecting steelhead.

 

The primary purpose of this Task Order is for DHDettman, Aquatic Biologist, who is the Facility’s original designer, to: a) assist MPWMD staff with ongoing diagnosis, testing and repairs to the water supply system at the Facility during emergencies, which are necessary to prevent the immediate loss of the fish being reared there, and b) review and advise the District on proposals to retrofit the Facility’s intake to withstand and filter out the increasing sediment loads being experienced at the Facility, due to changing conditions in the watershed.

 

DETAILED SCOPE OF WORK FOR EACH TASK

 

TASK 1 – PROVIDE ONGOING EMERGENCY SERVICES AT THE FACILITY

Provide Emergency Services at the Facility:  During the past Fiscal Year (2007-2008), DHDettman, Aquatic Biologist assisted District Staff with diagnosis and repairs of the water supply and cooling systems at the Facility during emergency disruptions and failures.  Since July 19, 2007 assistance had been provided under a letter authorization from the District General Manager at a cost not-to-exceed $2,000.  Later that Fiscal Year, services were requested on three occasions to address a failure of the cooling tower motor, a failure of cold well Pump No. 3, a possible failure of cold well Pump No. 5, and diagnosis and testing of malfunctioning sensors in the Monitrol Control system.  Under Task 1 the consultant will continue to provide ongoing emergency services according to the terms and conditions of this contract.

 

Assumptions:  Consultant will be available on a 24-hour x 7-day basis to assist District Staff with any emergency response issues at the Facility, except during the period from June 13–27, 2009, when consultant will be available only for phone call consultations[DHD1] .  Emergency response may be as simple as advising District Staff on recommended diagnosis, testing and repairs, or as complex as coming to the Facility to direct and help conduct repairs or emergency modifications to ensure that flow and cooling is maintained for the fish reared at the Facility.  The billing rates for on-site services or consultations by phone will be $120/hour, and for travel time will be $62.50/hour, plus $0.585/mile for round trip mileage to the Facility.  Time will be billed in quarter hour increments.

 

Deliverables:  Consultant to provide an Email report on phone consultations and a letter report on any requested responses where travel to the Facility is required.

 

TASK 2 – REVIEW AND ADVISE STAFF ON PLANS TO RETROFIT THE WATER INTAKE SYSTEM AT THE SLEEPY HOLLWO STEELEHEAD REARING FACILITY

Review Plans to Retrofit the Water Intake at the Facility:  The Board has budgeted $22,000 to revise the ten page, February 2003 List Engineering, Inc. report titled “Sleepy Hollow Steelhead Rearing Facility Sediment Control and Intake Retrofit” to reflect current environmental conditions,  environmental regulatory constraints, and predictable changes due to the impending removal of San Clemente Dam.  Since Mr. Dettman designed and oversaw the original construction of the Facility in 1997 and implementation of the Interim Sediment Retrofit Project in 2003, his input will be invaluable in reviewing any revisions to Intake Retrofit Plan contained in that report.     Under Task 2 the consultant will provide ongoing services according to the terms and conditions of this contract.

 

Assumptions:  Consultant will be available by phone within 48 hours of contact to advise staff on Facility redesign problems, and will be able to review draft or final design documents within fifteen working days of receipt by the consultant.  The billing rates for consultations, in person, by phone, or in writing will be $62.50/hour.  If travel time is needed to attend any design review meetings, it will be at $62.50/hour, plus $0.585/mile for round trip mileage to the meeting place.  Time can be billed in quarter hour increments.

 

Deliverables:  Consultant to provide an Email report on phone consultations and a letter report on any requests for document review of revised engineering designs for the Facility’s intake.
