To assist the Chief Financial Officer and support agency staff by performing a wide range of professional and administrative human resources functions; to ensure that policies and procedures governing human resources administration comply with federal and state law; and to perform a variety of professional tasks relative to assigned areas of responsibility.

Receives general direction from the Chief Financial Officer.

ESSENTIAL AND MARGINAL FUNCTION STATEMENTS

The following duties are typical for positions in this classification. Any single position may not perform all of these duties and/or may perform similar related duties not listed here:

Essential Functions:

1.       Maintain and update District personnel policies and procedures; consult legal counsel as necessary to ensure compliance with Federal and State law; propose additional policies and procedures as necessary.

2.       Research and collect information for personnel related claims and investigations; represent District at personnel related meetings, hearings and investigations, as necessary.

3.       Represent District personnel programs and policies with the public and other organizations; complete complex compensation surveys and consensus forms as requested by other organizations and agencies.

4.       Provide written and oral employment verification when properly authorized by employee, and process unemployment insurance forms and reports as necessary.

5.       Process checks and maintain accurate records regarding health insurance, dental insurance, life insurance, retirement plans and industrial injuries.

6.       Performs job analyses; create and maintain job descriptions and specifications as necessary.

7.       Develop recruitment materials and coordinate recruitment activities to fill open positions; coordinate the out-sourcing of temporary help as necessary; schedule and participate in interview process and selection of new hires; verify references and schedule pre-employment physicals of selected candidates.

8.       Process and orient new employees.

9.       Assist with employee training and development; assess training needs and research and select effective training delivery methods.

10.   Ensure proper completion and maintenance of all compensation and benefit records.

11.   Act as employee point-of-contact and administrator of health and welfare benefit programs.

12.   Produce benefit premium/cost spreadsheets for submission to Accountant for check distribution; reconcile and submit payments for benefit premiums/costs.

13.   Maintain records and forms regarding insurance plans and coverage, retirement plans, health and welfare benefits, and any other appropriate compensation and benefit information.

14.   Perform cost-benefit analysis of District compensation and benefit packages; research and provide recommendations for cost management.

15.   Review and maintain section of District budget related to personnel compensation and benefits; develop and communicate future budget recommendations.

16.   Conduct administrative out-processing of separating employees and ensure compliance with COBRA regulations for those employees and their dependents.

17.   Answer employee questions and provide information concerning personnel policies and issues; communicate fair employment practices to employees; maintain strict confidence.

18.   Oversee the employee appraisal process; notify supervisors and employees when appraisals are due, act on supervisor recommendations as necessary; file completed appraisals in employee personnel files; provide staff training on the importance and process of conducting employee appraisals.

19.   Coordinate risk management efforts; plan and coordinate safety training to conform with Cal OSHA requirements; investigate work-related accidents and prepare reports for workers’ compensation carrier.

20.   Collect, review for accuracy and input into appropriate accounting program all time accounting and procedures of payroll and leave accrual/utilization processing and COBRA charges/payments.

21.   Counsel employees and advise managers regarding employee relations and performance issues.

22.   Compose staff notes for presentation to the Board of Directors on a variety of personnel related issues; attend Administrative Committee meetings to present staff notes.

23.   Stay abreast of current labor and employment law and legal and regulatory factors in the field of human resources.

24.   Perform related duties and responsibilities as required.

QUALIFICATIONS

Knowledge of:

Principles and practices of public personnel administration including employee health and welfare benefit administration.

Laws, rules and ordinances governing the development and administration of personnel and employment systems.

Methods and techniques of classification and compensation analysis.

Methods and techniques used in conducting research and analyzing data.

Methods and techniques of conducting employee orientation programs.

Recruitment and selection methods, procedures and techniques.

Equal employment opportunity and affirmative action requirements and guidelines.

Personnel policy development and implementation.

Computer systems and software applications related to personnel and benefit administration.

Budget development expenditure control.

Basic principles of supervision, employee development, training and performance evaluation.

Principles of business letter writing and basic report preparation.

Principles and procedures of record keeping.

Policies and procedures governing the retention and release of confidential information.

English usage, spelling, grammar and punctuation.

Mathematics and statistics.

Occupational hazards and standard safety practices.

Pertinent Federal, State, and local laws, codes and regulations.

Ability to:

Operate a variety of office equipment including computers and supporting word processing and spreadsheet applications.

Respond to requests and inquiries from District employees and the general public.

Experience and Training Guidelines - Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience

Three years of increasingly responsible human resources experience.

Training

Equivalent to a Bachelor’s degree from an accredited college or university with major course work in business administration, human resources, communications, industrial relations or a related field.
