SUMMARY: Staff is seeking Board authorization to order the “Water is Precious on California’s Central Coast” signage for use in local visitor serving facilities. In 2008, MPWMD partnered with California American Water, Marina Coast Water District, the Association of Monterey Bay Area Governments, Monterey County Hospitality Association (MCHA), and water agencies in Santa Cruz County to develop signage for use in the hospitality industry. The partnership produced signs explaining the towel reuse program, linen reuse program and requirement that water is served only upon request.

MPWMD and California American Water have expended their supplies, and MCHA has minimal stocks of the “Water is Precious on California’s Central Coast” signage. At this time, MPWMD, in partnership with Cal-Am (the cost is reimbursed through the conservation surcharge), needs to restock. The cost of printing the items is approximately $9,000 for the towel, linen and restaurant signage. California American Water supports this expenditure of reimbursable funds.

RECOMMENDATION: The Administrative Committee should recommend that the Board authorize the expenditure of funds in the amount of $9,000 for purchasing conservation materials that are provided to hotels and restaurants to comply with the requirements set forth in District Rule 154.

IMPACT TO STAFF/RESOURCES: Funding is available through reimbursement by California American Water in the conservation budget approved by the California Public Utilities Commission in May 2009 (conservation surcharge). Funds for this expenditure were not included in the Fiscal Year 2010-2011 budget, because the items were scheduled for purchase during FY 2009-2010. Conflicting priorities delayed bringing this item to the Board in a manner that would have expended the funds in last year’s budget. Funding is available from California American Water as a reimbursement. Funding of this item will result in an adjustment at the mid-year budget adjustment and does not effect the balance of the budget.
