SUMMARY: Resolution 2010-09 (Exhibit 6-A) updates Rule 60, Fees and Charges Table, to reflect actual expenses incurred by the District to process certain applications. The Fees and Charges are intended to have a positive correlation to the actual time, effort, and cost of providing the services and taking the actions set forth in the Fees and Charges Table.
Water Permit Fee Amendments
The Fees and Charges Table has been revised to more accurately reflect recovery of actual staff and other costs needed for expedited courier service and plan review of construction plans when a Water Permit may not be required but a Water Waiver is appropriate. Projects that do not need a Water Permit sometimes require review of construction plans, property information research, data entry into the database, printing and stamping of construction plans and time to review the Waiver and conditions with the applicant/agent. Examples of these Waivers include additions of restrooms to Non-Residential structures and modifications to Residential properties that may not involved modifications or relocation of water fixtures. The additions are lines 43 and 57.
In addition, staff has proposed
an increase in the cost for. These additions include the courier charge fee for
an expedited courier service and Water Waivers. The added fees reflect the
additional staff time need to prepare the required paperwork for an expedited
courier service and Water Waivers. In
addition, a few changes are shown on lines 42, 44, 55, 56, and 76. Amendments
to the table are shown in strikeout (deletions) and bold italics (additions)
in Exhibit 6-B. The following summarizes the edits (shown in
Exhibit 6-B):
1. Expedited courier service fees (Lines #43 & 57) were added to reflect actual hourly effort/cost;
2. Plan Check fees (Lines #25 & 27) were added to reflect actual hourly effort/cost;
3. Lines #42, 44, 55, 56 & 76 were amended to reflect actual time/cost;
Water Distribution System
Permit Fee Amendments
Staff has reviewed the hourly rate charged for activities related to Water Distribution System Permit processing. Based on an analysis of time spent by various staff on these activities and their current hourly reimbursement rates, it has been determined that an increase in the hourly rate is necessary. The rate changes are reflected on lines 12-16 of the Fees and Charges Table.
A marked up version of the current table is found as Exhibit 6-B.
RECOMMENDATION: District staff recommends that the Board adopt Resolution 2010-07, A Resolution of the Board of Directors of the Monterey Peninsula Water Management District Amending Rule 60, Fees and Charges Table. The Administrative Committee considered this matter on July 13, 2010 and recommended _________. This item will be approved if adopted along with the Consent Calendar.
BACKGROUND: Ordinance No. 120, adopted March 21, 2005, allows changes to the Fees and Charges Table by resolution rather than by ordinance.
