SUMMARY:  The Board will consider authorizing the Chief Financial Officer (CFO) to declare two old backpack electrofishing units as surplus, and allow them to be donated the Carmel River Steelhead Association (CRSA) for their ongoing Fish Rescue Program.  The CRSA conducts beneficial steelhead rescue efforts in tributaries to the main-stem Carmel River, which are outside of the District’s boundaries and not its legal responsibility.  CRSA continues to utilize these older, Type VII models, and could use ours as spare parts.  One of our two older models is also currently fully functional, and can be utilized to replace on of theirs which has become unreliable.

 

RECOMMENDATION:  District staff recommends that the Board authorize the CFO to declare these two older Smith-Root Type VII units as fully depreciated and surplus equipment, which can be donated to CRSA for their further use as a non-profit organization. 

 

BACKGROUND:  The District’s two original, Smith Root Type VII, backpack electrofishing units [Serial #s 21933, & 89827] purchased prior to 1993, became obsolete years ago, and have been replaced with two newer units.  The manufacturer no longer guarantees to service and provide parts for these models, and they lack modern features considered necessary by modern industry standards for backpack electro-fishing.  The District purchased in 2002 and 2006, and currently uses two modern replacement models.  These two original units have been fully depreciated on a seven-year schedule to $0 value in our major equipment/capital property inventories.  They have no resale value, as the manufacturer will no longer service them, and they only have minimal value as spare parts for anyone who owns such older units.  They have remained in storage as emergency back-ups for our modern units.  Batteries, wands, anodes, cathodes, and other required peripheral accessories are also not interchangeable between the older and newer models.
