SUMMARY: On July 26, 2012, the District received petition for referendum against Section 4 of Ordinance 152 delivered by Monterey Peninsula Taxpayers Association (MPTA). The District requested Monterey County Elections Department (MCED) to verify the signatures listed on the petition forms. On August 30, 2012, the MCED’s Registrar of voters verified the signatures for a cost of approximately $3,400.
RECOMMENDATION: District
staff recommends that the Board authorize payment to MCED for verifying
signatures on petitions regarding Ordinance No. 152 for an amount of not-to-exceed
$4,000.
BACKGROUND: At its February 23, 2012 meeting, the Board directed staff to implement a Proposition 218 process for the development of water fees and charges, including the hiring of a rate consultant and the development of the necessary ordinances, resolutions, and notices for implementation thereof. At its April 16, 2012 meeting the Board unanimously approved the first reading of Ordinance 152. On June 27, 2012, the Board approved the second reading of Ordinance 152.
