SUMMARY: On April 15, 2013, the cooling tower was
tested in order to check for leaks and pump malfunctions. The pipeline going from the main to the
cooling tower was leaking severely. On April 17 and 18, Monterey Peninsula
Engineering (MPE) responded quickly and repaired the cooling tower pipeline.
After the pipeline was fixed, the cooling tower pumps were tested to test if
they operated correctly. Pump #5, the
variable speed pump that keeps the water level from overflowing, was
malfunctioning. Electricians from
J&M Electric were immediately called to diagnosis the problem. The problem
was identified as a malfunction in the pump processor and the pressure
transducer that monitors the water level and triggers the pump to change
speeds. These items needed to be fixed in order to deliver cold water to the
rearing channel.
Total
cost for this expenditure is $6,886.86. Cost for MPE was $3,850.86. Cost for the electrician was $3,036.00. The SHSRF must have cold water in order to
ensure the survival of rescued steelhead, so staff was not able to wait for and
proceed through the normal process for approving expenditures of this
magnitude.
RECOMMENDATION:
Staff recommends that the
Board approve this expenditure. These funds are within the allocation
identified for this purpose in the Fiscal Year 2012-2013 Budget, under line
item 2-3-1-I . “Intake/cold well
repair & maintenance” for $10,000.
