SUMMARY: Resolution 2014-14 (Exhibit 3-A)
updates Rule 60, Fees and Charges Table, to reflect actual expenses incurred by
the District to process certain applications. The Fees and Charges are intended
to have a positive correlation to the actual time, effort, and cost of
providing the services and taking the actions set forth in the Fees and Charges
Table. A marked up version of the proposed
table is found as Exhibit 3-B.
Action
on Appeal/Variance
Staff
has reviewed the hourly rate charged for activities related to Appeal Process. Based on an analysis of time spent by various
staff on these activities and their current hourly reimbursement rates, it has
been determined that changes are necessary. The various categories are eliminated since
all Appeal Process work takes approximately 10 hours. The rate changes are reflected on lines 1-3
of the Fees and Charges Table.
Water
Distribution System Permit Fee Amendments
Staff
has reviewed the hourly rate charged for activities related to Water
Distribution System Permit processing. Based
on an analysis of time spent by various staff on these activities and their
current hourly reimbursement rates, it has been determined that changes are
necessary. All of the changes in this
section were previous adopted by the Board on April 21, 2014. The rate changes are reflected on lines 12-17
of the Fees and Charges Table.
River
Work Permits
Staff
has reviewed the hourly rate charged for activities related to River Work
Permits. Based on an analysis of time
spent by various staff on these activities and their current hourly
reimbursement rates, it has been determined that a change is necessary. The rate changes are reflected on line 62 of
the Fees and Charges Table.
Well
Monitoring Activity
Staff
has reviewed the hourly rate charged for activities related to Well Monitoring
Activity. Based on an analysis of time
spent by various staff on these activities and their current hourly
reimbursement rates, it has been determined that adding conversion fee from
water well to monitor well is necessary. The rate changes are reflected on line 90 of
the Fees and Charges Table.
RECOMMENDATION: District staff recommends that the Board adopt Resolution 2014-14, A Resolution of the Board of Directors of the Monterey Peninsula Water Management District Amending Rule 60, Fees and Charges Table. The Administrative Committee considered this matter on July 14, 2014 and recommended _________. This item will be approved if adopted along with the Consent Calendar.
BACKGROUND: Ordinance No. 120,
adopted March 21, 2005, allows changes to the Fees and Charges Table by
resolution rather than by ordinance. The
Fees and Charges Table was last updated on May 21, 2007 by adoption of
Resolution 2007-06, and on July 19, 2010 by adoption of Resolution 2010-09.
