Action Items

1.                  Receive Minutes of October 4, 2005 Technical Advisory Committee Meeting

On a motion by Mr. Rerig and second by Mr. Mulholland, the minutes of October 4, 2005 were received unanimously.

Discussion Items

2.                  Review and Consider Charge for Technical and Policy Advisory Committees

There was consensus among the committee members that the charges were adequate.  Chair Ingersoll directed that a joint meeting of the PAC and TAC be conducted on December 1 or December 6, 2005.  At that time, the PAC members could adopt a recommendation for the Board regarding the charges.  The TAC members should present the charges to their City Counsels or the Board of Supervisors for review.

Comments by Technical Advisory Committee Members

Mr. Rerig stated that he is not yet prepared to submit a revised request to amend water credit transfer regulations to allow transfers from open space to a jurisdiction.  He will submit the revised request in the future.

Ms. Pintar reported that she met with representatives for the Coalition of Homeless Services Providers regarding their request to modify water credit transfer regulations to facilitate affordable housing development.  The Coalition has withdrawn its request and may submit a modified request after conferring with local land-use planning entities.

Adjournment

The meeting was adjourned at 9:50 AM.
