SUMMARY: The Public Outreach Committee has developed a newsletter for District-wide distribution in early January 2010. The draft text (Exhibit 2-A) and newsletter design were prepared in-house by District staff and the Committee, with review by an outside consultant. The total cost should not exceed $16,250.
The newsletter will update the public on Cease and Desist Order 2009-0060, the District’s rebate program, progress on water supply project development, and a Water Year 2009 status report. An English language version of the newsletter will be mailed throughout the District, and a Spanish language version will be available upon request. The English and Spanish language versions will also be posted to the District’s website.
RECOMMENDATION: Staff recommends that the Public Outreach Committee review the text attached as Exhibit 2-A, advise staff of changes that should be made, and recommend submittal to the full Board for review and approval on December 14, 2009. In addition, the Committee should review the cost associated with production of the report, and request that the Administrative Committee recommend approval of a not-to-exceed amount of $16,250 to fund publication and distribution of a newsletter throughout the District in January 2010.
IMPACT TO STAFF/RESOURCES: The Fiscal Year 2009-2010 Budget includes $20,000 to fund this effort under item 3-1-2, Annual Newsletter. The $16,250 total cost is allocated as follows: purchase design elements/graphics $300; Spanish translation $250; printing $5,300; prepare mailing and postage $10,400.
