01) Develop a formal speakers bureau on topics of interest, as well as identified critical outreach issues. Place the list on our website and market it with a direct mailing to Rotary, Kiwanis, Elks, Moose, Chambers of Commerce, MCHA, MCCVB (etc.), who are often looking for speakers.
02) Encourage and support formal employee membership in and attendance at meetings of community leadership groups, such as Rotary, Kiwanis, Elks, Moose, Lions, etc.
03) *Funding within GM Authority - Develop a Lyceum field class on Carmel River Watershed issues for a summer session every few years, or partner with MPRPD in doing so. It should also emphasize where your water comes from and where it goes, including Cal-Am wells and Begonia Treatment Plant, Sand City Desalination Plant, and CAWD or MRWPCA facilities.
04) * Funding within GM Authority - Develop a day-long class analogous to #3 for Carmel Valley or Monterey Adult Ed followed by a watershed tour.
05) *Funding within GM Authority - Offer a semi-annual media tour of issues and facilities with Cal-Am. [I already have an outline to implement such tours as in #3 & #4, built off older ones developed by Darby F./Joe O./Larry H.]

Approval - Upgrade web page with river/fish data, posters, staff
reports, links – utilize a paid CSUMB Computer Sciences intern under the ITO’s
direction to get it done in the next 12 months.

Approval - Develop an FTP site with all public documents related to
District activities/studies, for easy public access to technical information by
NGOs.
08) Increase emphasis on MPC, CHS, MHS, PGHS, CMS, Tularcitos/River school outreach to students & teachers = field trip assistance, career days, classroom speakers.
09) Label the Fish Rescue Truck with that name in black letters, and steelhead stickers [already have purchased examples], so as to raise awareness during 3 months of rescue season.
10) Label all District vehicles with new District logo, add our phone number and web page address in black letters to the back of the vehicle to encourage contact.
11) Provide formal media/public contact training to all field employees, so they can better handle contentious constituents and effectively deliver the District’s message.
12) Develop briefing memos, for field employee to carry with them in a small binder, as we did for the User Fee and New Connection Moratorium on the Web Page, especially with talking points and objectives. This better enables them to engage the public and deliver a targeted message/response to hot topics. Have them carry business cards for primary supervisory and management contacts to hand out to constituents.

Approval - Consider subcontracting for at least a part time P.R.
person, since we may not be able to afford a full time one.
14) Have the P.R. person or GM respond to all Letters to the Editor and Editorials that portray false information about MPWMD programs.
15) *Funding Needed - If a media outlet consistently does not print rebuttals, buy space and print our own.
16) Have the P.R. person or GM follow up with any media who do articles on MPWMD related topics, without ever contacting us. This is apparently a common occurrence.
17) Provide incentives to encourage all District employees to be involved in public outreach efforts to some degree, such as booths at Co. Fair/Earth Day, etc. so they continue to build and practice public outreach skills.
18) Have the existing MPWMD outreach video played on AMP.
19) Have the annual MPWMD open house PowerPoint and aforementioned video streaming on our web site.
20) *Funding Needed - Select and approve a variety of District-logo clothing, such as dress shirts, polo shirts, windbreakers, hats, etc. Encourage these to be worn in the field and at all public events. Reimburse employees for purchasing and wearing District-logo clothing.
21) *Funding Needed - Develop project signs for all river restoration work, showing before and after photos, budget, years of effort, etc. and place at key points; e.g. Dedampierre & Schulte Road Projects.
22) *Funding Needed - Have on-site media events when Water Project 1 & 2 come on line or are transferred to Cal-AM. [e.g., ribbon cuttings, deed transfer ceremonies]
23) Develop in-house video clips on topics like Water Project #1 & #2, and post them on out web site and give them to AMP.
24) Update, have the Board approve, then post on our web site Darby Fuerst’s unofficial timeline of water resources development projects on the Monterey Peninsula to better inform the community of the history of our contributions to finding a solution to the communities need for a reliable water source [6 completed, or designed and proposed water projects], and to refute the oft repeated falsehood that the MPWMD has never produced a water project.
