SUMMARY: The Committee will consider confirming of recent administrative direction by the General Manager regarding compliance with the California Environmental Quality Act for the Water Distribution System (WDS) permit process or other related action for wells that extract water from the Carmel Valley Alluvial Aquifer. Specifically, the Committee will consider the written direction by the General Manager entitled WDS Memorandum #3 – Protocol for Applications and Requests Involving Wells in Carmel Valley Alluvial Aquifer.
Exhibit 3-A is the draft staff note and five exhibits on this item for Board consideration at its October 16, 2006 meeting.
RECOMMENDATION: The Committee should review the draft staff note, with emphasis on WDS Memorandum #3, and make a recommendation to the Board.
