SUMMARY: Action taken by the District’s Board of Directors on September 20, 2004 prompted the District to request General Plan build out information to ascertain long-term water needs from the jurisdictions in a letter dated October 5, 2004. The District asked that the General Plan numbers be provided to the District by December 15, 2004. At the November 2, 2004 TAC meeting, the members requested additional time to allow their governing bodies to review the numbers before submitting them to the District.
The District has received correspondence related to this matter from all of the eight jurisdictions. As of January 5, 2004, the District has received complete responses from five jurisdictions. The remaining jurisdictions requested an extension of time through January to allow their Councils to review the data. Of the five complete responses, it appears that three jurisdictions reviewed the information with their governing bodies and two did not. The District’s General Manager indicated to the TAC members at the November meeting that an extension of time to January 31, 2004 for review of the numbers would be acceptable. Copies of the correspondence regarding development of future water needs estimates are attached as Exhibits 3-A through 3-H.
Once the General Plan build-out numbers are received, District staff will work with the TAC and PAC to develop average water demand factors to apply to the General Plan information for consideration by the Water Demand Committee.
