SUMMARY: The TAC is being asked to provide input on a water factor or factors that could be applied to residential housing estimates submitted by the jurisdictions in response to the District Board’s request for General Plan build-out numbers. The Water Demand Committee will also begin a discussion on an appropriate factor at its March 8, 2005 meeting.
Staff is requesting assistance with developing appropriate numbers to apply to the residential portion of the General Plan build-out numbers submitted by each jurisdiction. Estimated long-term water needs for new single-family residences could be calculated using (1) average water consumption for single-family residential accounts located throughout the Cal-Am service area (approximately 0.213 AFA[1]), (2) area-specific average single-family water consumption based on Cal-Am records, (i.e., Seaside (0.203 AFA), Monterey (0.164 AFA), Pebble Beach Country Club/Del Monte Forest area (0.323 AFA), Pebble Beach estate area (0.615 AFA), etc.) (3) water demand projections based on an average 2 ½ bath home using the fixture unit methodology (approximately 0.28 acre-feet annually), or other methodologies. Factors for multi-family residential housing and remodels are also needed to complete the long-term water needs estimates.
RECOMMENDATION:
The TAC should discuss the potential residential factors and consider
making one or more recommendations for consideration by the Water Demand
Committee.
