SUMMARY: A joint Policy Advisory Committee (PAC) and Technical Advisory Committee (TAC) meeting was held on January 9, 2007, to review proposed yield targets to satisfy existing and future water needs within the District. The District Board has requested that the governing boards of the member jurisdictions within the District provide comments on the proposed targets, i.e., 12,300 acre-feet per year (AFY) for existing needs and 4,500 AFY for future needs, by March 15, 2007. At the meeting, the discussion focused on the proposed target that was developed by District staff to satisfy existing water uses. It was agreed that the TAC would meet on January 23, 2007, to review the assumptions that were used to estimate the amount of water needed to replace existing supplies that exceed California American Water's (Cal-Am) recognized rights in the Carmel River Basin and adjudicated rights in the Seaside Groundwater Basin. Following this meeting, it is anticipated that the TAC members will advise their PAC members who will bring the proposed targets before their governing boards for action in February 2007. The staff report from the January 9, 2007, joint PAC/TAC meeting that describes the proposed yield targets and the methodology used to determine those targets is provided as Attachment 1-A.
RECOMMENDATION: The TAC members should review the staff report and be prepared to discuss the proposed existing water needs target and ask questions of District staff.
