SUMMARY: Staff was contacted
by a member of the public who was concerned about the number of private unpermitted
event Sites that are available and asked that the District review the situation. Both Residential and Non-Residential Sites
are being used from time to time for large private events. Often, the use of these facilities for large
parties and performances takes place without benefit of a Water Permit.
In some
cases, the event Site has been permitted by the District assuming a low Non-Residential
water demand, then the event-related water use of the Site is more intensive. The Sites are often advertised as rental
properties on the Internet, and the jurisdiction may or may not be collecting
Transient Occupancy Tax for the use. Other
sites that sponsor intermittent events likely collect no Transient Occupancy
Tax or other permit fees. The incorrect
classification of these facilities is a concern both from the standpoint of
adequate water supply to serve the Site’s needs and because of the possible
problems associated with these types of uses during Water Rationing.
On September
29, 2011, the Water Demand Committee reviewed this item and referred it to the Jurisdictions
for discussion.
RECOMMENDATION: The Technical
Advisory Committee should discuss the situation and formulate a process to
identify Sites that should not be classified as Residential uses. The TAC should also discuss how these types
of facilities should be addressed in the future. Jurisdictions may want to address these
facilities individually.
