SUMMARY: The District will be convening two stakeholders groups to review and make recommendations regarding the existing Water Rationing Plan (MPWMD Regulation XV). The two groups include (1) Commercial/Industrial and non-public institutional water users, and (2) public authority water users.
The existing Rationing Plan has Public
Authority Uses rationed by Jurisdiction. Each Public Authority Water User may
combine multiple accounts or Connections when the accounts are located within
one Jurisdiction. Water Rations are determined by reducing the current California
American Water rate allotment that is based on the District’s Non-Residential
Water Use Factors. An alternate Water
Ration (variance) may be determined by completion of an audit by California
American Water or the District that documents use of MPWMD’s Best Management
Practices for the type of use.
The charge of the stakeholder’s group
is to review the existing rationing plan as it applies to Public Authority Uses,
determine if the existing system is adequate, and submit a recommendation to
the District. If changes are needed, they
will be addressed after input from all other stakeholders. The Public Authority stakeholders will also
be asked to recommend changes to the enforcement mechanisms to ensure that
water use reductions are achieved.
DISCUSSION: District staff has identified the following stakeholders to participate in this group:
RECOMMENDATION: TAC should provide input regarding the make-up of the Public Authority Use stakeholder group. It is anticipated that this group will be activated in February or March.
