a. Review and Provide Direction on Water Use Factor for Hospitals

Staff is seeking direction on processing an anticipated water permit request for expansion by Community Hospital of the Monterey Peninsula (CHOMP).

b. Review Ordinance No. 87, An Urgency Ordinance of the Monterey Peninsula Water Management District Establishing a Community Benefit Allocation for the Planned Expansion of the Community Hospital of the Monterey.

Ordinance No. 87, adopted February 27, 1997, established a community reserve allocation of 18.28 acre-feet (consumption) for construction of the Cancer Center and the South Pavilion at CHOMP. The ordinance included a provision that it be reviewed within one year to determine whether the ordinance should remain in effect without change, be amended, or be repealed. The ordinance has not been reviewed to date. Staff review of CHOMP’s recent Draft Environmental Impact Report on the Forest Pavilion raised this issue, particularly as it might relate to the Forest Pavilion project. Staff is seeking Committee direction.
