SUMMARY:  At the May 2005 Board meeting, the Board approved annexing a property located outside the Cal-Am service area boundary that has historically received Cal-Am water into the Cal-Am service area boundary.  The Board referred the discussion of handling similar future requests to the Water Demand Committee and asked that the committee identify criteria for approving similar projects in the future.

 

Staff contacted Cal-Am to determine whether they could identify these connections and was informed that they are aware of the same properties that the District knows of.  Specifically, Cal-Am provides water to the Hitchcock Canyon Water Association and Sleepy Hollow.  Both areas are located outside the Cal-Am service area.  There may be other single user connections, but neither the District nor Cal-Am can identify those properties at this time.  Identification will occur when a water permit application for a property is received and if District staff researches the location of the service area boundary.  Properties served by remote meters should all be located in the unincorporated areas of the District.

 

RECOMMENDATION:  The Water Demand Committee should discuss criteria for supporting annexation of property located beyond the Cal-Am service area that has historically been served by a Cal-Am meter.  Staff recommends that any single user that is in this situation that can provide evidence supporting water use from Cal-Am via a Cal-Am meter prior to 1978 should be supported.

 

BACKGROUND:  On August 10, 2004, the Water Demand Committee considered ways to address enforcement of the District’s regulations on remote Cal-Am connections (i.e. lots that are served by Cal-Am but are located outside of the Cal-Am water distribution system service area) (Exhibit 3-A).  The committee directed staff to collect additional information on these remote connections, including discussing a solution with the Technical Advisory Committee (TAC) and contacting Cal-Am to alert them to the situation.  Minutes of the August 10 meeting are attached as Exhibit 3-B.
