SUMMARY: Attached as Exhibit 3-A is the Final Report from the Community Advisory Committee to the MPWMD Board – Potential Impacts on the Community that Could Occur and Strategies to Address the Negative Impacts if the State Water Resources Control Board Adopts the January 15, 2008 Cease and Desist Order Filed Against California American Water. This report was prepared at the Board’s request upon reconvening the Community Advisory Committee (CAC) in March 2008. The CAC met twice, developed the report and submitted it to the Board on April 21, 2008. Upon receipt, Director Doyle requested that the report be referred to the Water Demand Committee as a resource and reference.
RECOMMENDATION: The committee should receive the final report from the CAC and decide if further action is needed at this time.
BACKGROUND: At its March 17, 2008 meeting, the Board agreed to reconvene the Ad Hoc CAC with a charge to: (a) discuss the potential impacts on the community that could occur if the SWRCB adopts the draft CDO issued on January 15, 2008 against California American Water; and (b) recommend strategies to address negative impacts of the draft CDO. The CAC was requested to submit a written report for receipt by the Board on April 21, 2008. On March 17, the Board also received and acknowledged the list of committee members that had been appointed by each Director.
The CAC meet on April 3 and April
9, 2008 to discuss the potential impacts of the draft CDO and develop a list of
strategies to address those impacts. The
