Call to Order
The meeting was called to order at 9 a.m. in the District conference room.

Minutes of August 2, 2010 and September 13, 2010 Committee Meetings
On a motion by Director Markey and second by Director Brower the minutes were received unanimously on a vote of 2 – 0. Director Edwards was absent.

2. Update
on Development of Recycled Wastewater Alternatives by
Mr.
During the public comment period on
this item, David Dilworth expressed concern about the health risks of the
proposed GRP, and the possibility that unregulated constituents could be
introduced into the potable water supply.
3. Update
on Potential Water Projects Including Desalination
A. Desalination Projects
The committee
requested that Mr. Bell make a presentation at the November 15, 2010 Board
meeting regarding the August 2008 MPWMD 95-10 Projects Constraints Analysis
Report. This would provide the Board
with an update on estimated desalination project yields in acre-feet per year
and the viability of sites in the Sand City area that were analyzed in the
report. Mr. Bell will also continue

Report on Aquifer Storage and Recovery Project
Mr. Oliver reported that work continues on the facilities building at the Phase 1 ASR site. The injection season will begin on December 1, 2010. District staff is working to obtain easements needed to allow for the eventual expansion of the ASR project at the Phase 2 site.
During the public comment period on this item, David Dilworth stated that the public is not aware of the ASR project and the benefits it provides to the community.
5. Update
on Status of
Mr. Fuerst reported that California American Water has formally submitted its application to recover costs for construction of the San Clemente Dam Removal/Reroute Project. Under the current schedule, the project could be completed by 2015.
