SUMMARY:   The yield of the Seaside Groundwater Basin (SGB) Aquifer and Storage Recovery Project is currently constrained by several bottlenecks in the existing CAW system infrastructure.  Depending on the target level of flow between Carmel Valley and Seaside, improvements to the CAW system may require one or more infrastructure improvements including additional well capacity in Seaside and along the Carmel River, additional pipeline capacity, booster pumps, and additional storage facilities (crest tank).

 

BACKGROUND:  The CAW system is a patchwork of systems that began with a design to move water from San Clemente Dam to the Monterey Peninsula and was augmented with production from wells in Carmel Valley and in Seaside.  However, the system was not designed to move the volume of water between Carmel Valley and Seaside that is required to take advantage of the storage capacity of the Seaside Groundwater Basin.  The two bottlenecks are the Segunda pipeline through the Cañada Woods subdivision and a hydraulic “trough” in Monterey that limits the volume of water that can flow down through Carmel Valley and around the Monterey Peninsula.

 

The Cal-Am Coastal Water Project Final Environmental Impact Report, October 2009, contains a description of two alternative pipeline routes and the infrastructure necessary to increase the flow of water between Carmel Valley and Seaside (see Exhibit 6-A, will be presented at the May 4, 2011 meeting).  Staff will present additional information concerning these alternatives at the May 4, 2011 Water Supply Planning Committee meeting.
