SUMMARY: Cal-Am’s new application to the CPUC
envisions a Cal-Am built, owned, and operated desalination facility. However, the County presently has an
ordinance requiring the public ownership of any desalination facility within
its boundaries.
DISCUSSION: The Committee should discuss its role for both the Cal-Am proposal, as well as any other desalination proposal. Topics should include:
· CEQA
· Financing
· Governance
· Costs
· Expertise
· Coordination with Cities’ JPA
