SUMMARY: Ordinance 152 requires that the District Board appoint one member from a panel of three persons nominated by the Monterey Peninsula Taxpayers Association and one member from a panel of three persons nominated by the Monterey County Association of Realtors. Each organization has made their nominations and they are attached for your review as Exhibits 6-A and 6-B.
RECOMMENDATION: At this time, the Committee should discuss the proposed nominees of the two organizations and recommend one from each for approval by the full Board at its December meeting. [The Water Supply Planning Committee considered this matter on December 4, 2012 and voted _ to _ to recommend approval of ______________ from MCAR and ________________ from MPTA.]
DISCUSSION: The District has used the “citizens
committee” structure before, most recently a Citizens Advisory Committee for
evaluation of water supply projects in 2007.
However, in the past such committees were limited in term. The proposed Ordinance 152 Citizen’s
Oversight Panel will be a standing committee, so long as the annual Water
Supply Charge is collected.
