SUMMARY: Ordinance 152 requires that the District Board create a nine member “Ordinance 152 Citizen’s Oversight Panel” as an advisory board to the Board of Directors. The Ordinance 152 Citizen’s Oversight Panel will be a standing committee, so long as the annual Water Supply Charge is collected.
Members of the Panel shall serve at the pleasure of the District Board, and shall be appointed as follows: the Board shall appoint one member from a panel of three persons nominated by the Monterey Peninsula Taxpayers Association, and the Board shall appoint one member from a panel of three persons nominated by the Monterey County Association of Realtors, and each Director shall appoint one member. 7 members were approved by the Board at its December 2012 meeting and the remaining 2 members will be ratified at the January 2013 Board meeting.
RECOMMENDATION: The Committee should discuss materials and topics for the first meeting of the Panel, scheduled for January 16, 2013. To date, an agenda has been issued in the form attached as Exhibit 3-A.
