NOTICE OF WATER AVAILABILITY

 

CARMEL VALLEY PROPERTIES

LOCATED IN THE FORMER

WATER WEST SERVICE AREA

 

Properties located in the former Water West system, now owned and operated by California-American Water Company (Cal-Am), are eligible for water from the Water West Allocation.   There is a limited amount of water available (12.473 acre-feet as of July 28, 2003).  The area is generally located between Phelps Way and Laurel Drive on the North and South sides of Carmel Valley Road in Carmel Valley, California.

 

To check for eligibility, please review the Water West map.  A full-sized map is available at the District office, 5 Harris Court, Building G (Ryan Ranch), Monterey.

 

The map of the former Water West service area was provided by Cal-Am Water Company and may not contain all parcels located within the former Water West area.  If you have copies of water bills from the former Water West system and your property is not included in the mapped area, please submit copies to Monterey County Planning and Building Inspection Department as evidence of your eligibility for water.

 

TO APPLY FOR WATER FROM THE WATER WEST ALLOCATION:

 

  1. Submit plans and a Water Release Form to the Monterey County Planning and Building Inspection Department.  Water Release Forms are provided at the Monterey County Planning and Building Department offices.
  2. The Monterey County Water Resources Agency (MCWRA) will review the Water Release Request and sign it to authorize water for the project.  The MCWRA may request evidence that the property is within the former Water West area.  For further information, please contact Mike Logsdon at MCWRA at 831-755-4860.  The MCWRA offices are located at 893 Blanco Circle, Salinas.
  3. Once all County approvals have been received (except the building permit), the Monterey County Planning and Building Inspection Department will release one set of approved plans and the signed Water Release Form to the applicant.  Both items must be submitted to the Monterey Peninsula Water Management District (District) in person or by mail.
  4. The District will prepare the water permit.
    1. If the project is new construction on a vacant lot, there is no pre-inspection.  Normally, the processing time for this type of permit is less than one week if no deed restriction is required (see 4-c for deed restriction information).
    2. If the project is a remodel or addition, the District may schedule an inspection prior to preparing the water permit if no current previous inspection is on file.  Processing time for this type of permit is generally no more than one week from the date of the inspection if no deed restriction is required (see 4-c for deed restriction information).
    3. If the project involves low water using appliances to reduce the amount of water needed (e.g. low-flow dishwashers or washing machines), a deed restriction will be required.  Deed restrictions must go through an extensive review process prior to recording.  Deed restrictions usually add several weeks to the water permit process.
    4. Once the permit is ready, the District will call the applicant or his/her agent to pay for and pick up the permit.
    5. The Monterey County Planning and Building Inspection Department may be ready to issue the building permit upon presentation of the water permit (please check with the Building Inspection Department for timelines on processing and issuing the building permit).

 

LIMITED AVAILABILITY

Water from the Water West Allocation is available on a first-come, first-serve basis.  Once water permits have been issued for the entire allocation, new applications will be held by the MCWRA pending water from the County’s general allocation.  The MCWRA currently maintains a water waiting list for water from its general allocation.  For further information, contact the MCWRA at 831-755-4860.
