SUBJECT:     Remedy of Deficiencies Noted in November 12, 2004 Safety Inspection Reports

                                    Carmel Valley Field Office

                        Carmel Valley Storage Unit

                        Carmel Valley Shop

                        Sleepy Hollow Steelhead Rearing Facility

 

Safety inspections of certain District facilities were conducted on November 12, 2004.  Minutes of the Team Safety Meeting that same date (copy attached) summarize recommended remedies to the deficiencies noted during the inspections.  All noted deficiencies have been corrected.  Resolution of the problems is as follows (numbers refer to items listed in the minutes of the November 12, 2004 Team Safety Meeting):

 

Carmel Valley Field Office

 

a-1)  The unsecured fluorescent light fixture in the Carmel Valley field office was repaired on January 24, 2005.

 

Carmel Valley Shop

 

b-1)  On January 24, 2005, District staff (Hamilton, Chaney, Bekker, Lyons, and Christensen) cleaned up the sawdust on the floors and equipment in the shop.  Safety equipment was also cleaned and properly stowed.

 

b-2)   Based on recommendations from auctioneers, the specialized shop vacuum and metal press are items of little value and were not included in the most recent District auction.  Therefore, these items were loaned to the neighboring wood-working and metal work shop.  It is important to note that the specialized shop vacuum is not practical for District use - it must to be connected to a 55-gallon drum and is at least 10 years old.  The metal press is also at least 10 years old, had not been used in a very long time, and was taking up valuable space.  Once these items were removed, it became evident that the remaining tools and generators in the Carmel Valley Storage facility could be transferred to the shop, which would allow the District to cease renting the Carmel Valley Storage area.  This will save the District the cost of renting the facility.

 

The phone at the Carmel Valley Shop was also disconnected because the majority of field staff members have cell phones and it is no longer used.  This will result in additional savings.

 

b-3)  The motor of the large portable dredge was removed.  This enabled the remaining part of the dredge to be stored between two shelves and out of the path of the doorway.

c)  The Carmel Valley Storage facility was cleaned and all important items were transferred to the shop. The old chain-link fence was taken to Last Chance Mercantile adjacent to the Marina landfill, and the old damaged truck box was donated to the Ventana Wilderness Society.  As is stated above under item b-2, the Carmel Valley Storage facility is no longer needed, resulting in savings for the rental of this space.

d)  The issues raised in the inspection have been addressed, with complete cleaning of the shop and office areas.  It is important to note that the inspection occurred during the middle of the demobilization period, when some amount of clutter is to be expected.  These areas were kept free of clutter during the normal summer rearing season.   To help facilitate organization, two items should be added to the facility: 

1.    Install one or more additional pegboards in shop area for storing tools on the wall.

2.    Replace or add a bin/rack system to the shop area for storing small plumbing/electrical parts used for routine, day-to-day maintenance and repairs.
