SUMMARY: Exhibit 2-A is the revised draft text of the 2004 Annual Report of the Monterey Peninsula Water Management District. Modifications suggested by Directors and citizens at the March 21, 2005 Board meeting have been incorporated into the report and it has also been condensed down to the desired length of four pages. In addition to the information presented in the revised draft, the final report will include an enhanced District Boundary map and several photographs. This might require some additional changes to the information contained in the report; however, no substantial changes will made subsequent to Board approval. It is estimated that printing costs for the report will range from approximately $5,500 to $6,000, depending on the number of copies required. Distribution methods are still being investigated, but could range from a low of $2,600 to insert and distribute 40,000 copies with the Monterey County Weekly to a high of approximately $7,200 to distribute about 53,000 copies via US mail. It should be noted that if the delivery by mail option is selected, the total cost would be approximately $1,200 over the budgeted amount. The final report is scheduled for completion and distribution by June 30, 2005.
RECOMMENDATION: It is recommended that the Board approve the revised text and direct staff to finalize the layout and proceed with production and distribution of the final 2004 MPWMD Annual Report.
BACKGROUND: The District’s enabling legislation mandates the preparation of an annual report on the activities of the District, and that a public hearing on the draft report is conducted in March of each year. In recent years, the report was prepared by consultants and was approximately fifteen pages long; however, it was not widely distributed. Approximately 100 copies of the report were sent to local libraries, city councils, planning commissions, the Monterey County Board of Supervisors, the District’s Technical Advisory Committee, the Carmel River Advisory Committee and representatives of other area government entities. At its November 15, 2004 meeting, The Board of Directors authorized expenditures of up to $12,000 to prepare and distribute the 2004 report. At that time it was anticipated that consultants would again be used to publish the report. However, since that time the General Manager and staff have determined that it would be more effective to prepare a condensed four page report in house and use the funds previously spent on consultants to distribute the report to the District’s constituents in addition to the entities that previously received the report. The report will also be posted on the District’s website. The Board reviewed the initial draft and received public comment on the 2004 report on March 21, 2005. At that meeting, the Board requested that modifications be made to the report and that it be brought back to the Board for final approval on May 16, 2005.
