SUMMARY: The purpose of this item is for the Board of
Directors to approve a proposed letter by Chair Judi
Lehman addressed to Lyndel Melton, a principal with the
consulting firm RMC Water and Environment, requesting that Mr. Melton deliver
the PowerPoint presentation entitled "Sustainable Water Supply Program
for Monterey County" at a Board meeting next month (Exhibit 7-A).
RECOMMENDATION: It is recommended that the Board approve and
authorize Chair Lehman to send the proposed letter (Exhibit 7-A).
BACKGROUND: At
its January 25, 2007 meeting, the Board authorized MPWMD participation in a
series of facilitated, public meetings proposed by the California Public
Utilities Commission, Division of Ratepayer Advocates (DRA) regarding urban
water supply needs of the Monterey
Peninsula and other areas
of the county. The specific intent of this effort was to engage representatives
of effected public and private entities, environmental and other community
groups and interested citizens in crafting a regional strategy for addressing
water supply needs that could be more cost-effective for California American
Water (CAW) customers than the company’s proposed Coastal Water Project. MPWMD elected officials and staff
participated extensively in this DRA-sponsored effort, which later became known
as the REPOG process. Late last year, a
proposed strategy was presented at REPOG meetings that involves, among other
components, a new desalination project concept involving proposed desalting lower
Salinas River basin aquifer “brackish” water at a north Marina location, in
order to meet CAW’s replacement supply requirements for the Monterey Peninsula
and as a supplemental urban water source needed by former Fort Ord and other
areas of northern Monterey County. District
staff understands that Mr. Melton recently has presented this multi-element
regional water supply program proposal, entitled "Sustainable
Water Supply Program for Monterey County" to the Fort Ord Reuse Authority board, and the city councils of Monterey, Marina, and Pacific Grove; and it is
scheduled to be presented to the Salinas City Council and the Castroville Water
District board. The MPWMD chair and
other directors have expressed interest to staff in having this presentation be
made to the District Board, given their on-going study of various alternatives
that have been proposed to solve the Monterey
Peninsula’s immediate
replacement and long-term water supply needs.
